Notwithstanding any other provision of law, the Secretary may furnish through grants, cooperative agreements, contracts, and other arrangements, excess personal property to programs registered under the National Apprenticeship Act (50 Stat. 664; 29 U.S.C. 50 et seq.) for the purpose of training apprentices in those programs.
