Section 340 of the Immigration and Nationality Act ( 8 U.S.C. 1451 ) is amended— in subsection (a), by striking United States attorneys for the respective districts, and inserting Attorney General, ; and by striking subsection
(c)and inserting the following: The burden of proof shall be on the Government to establish, by clear, unequivocal, and convincing evidence, that an order granting citizenship to an alien should be revoked and a certificate of naturalization cancelled because such order and certificate were illegally procured or were procured by concealment of a material fact or by willful misrepresentation. .
