It is the Sense of Congress that— the Charles B. Rangel International Affairs Graduate Fellowship Program, the Thomas R. Pickering Foreign Affairs Fellowship Program, and the Donald M. Payne International Development Fellowship Program represent smart investments vital for building a strong, capable, and representative national security workforce; and the Secretary of State and the Administrator of the United States Agency for International Development should fulfill their obligations to each of the Fellows as defined in their original contractual agreement with each Fellow.
