In this Act: The term appropriate congressional committees means— the Committee on Foreign Relations of the Senate ; the Committee on Appropriations of the Senate ; the Committee on Foreign Affairs of the House of Representatives ; and the Committee on Appropriations of the House of Representatives . Unless otherwise specified, the term Department means the Department of State. Unless otherwise specified, the term Secretary means the Secretary of State.
