Subsection
(d)of section 2218 of title 10, United States Code, is amended by adding at the end the following new paragraph: Any other funds made available to the Department of the Navy for carrying out the purposes of the Fund set forth in subsection (c). . Subsection

(f)of such section is amended by adding at the end the following new paragraph: Notwithstanding the limitations in paragraph
(1)and subsection (c)(1)(E), the Secretary of Defense may, as part of a program to recapitalize the Ready Reserve Force component of the National Defense Reserve Fleet and the Military Sealift Command surge fleet, purchase used vessels, regardless of where constructed, from among vessels previously participating in the Maritime Security Fleet, if available at a reasonable cost (as determined by the Secretary). If such previously participating vessels are not available at a reasonable cost, used vessels comparable to such previously participating vessels may be purchased from any source, regardless of where constructed, if available at a reasonable cost (as determined by the Secretary). In exercising the authority in subparagraph (A), the Secretary shall purchase used vessels constructed in the United States, if available at a reasonable cost (as determined by the Secretary). In exercising the authority in subparagraph (A), the Secretary shall ensure that any conversion, modernization, maintenance, or repair of vessels occurs in shipyards located in the United States, except in emergency situations (as determined by the Secretary). .
