(2)of section 1238(c) of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 ( Public Law 106–398 ; 22 U.S.C. 7002 , relating to the United States-China Economic and Security Review Commission) is amended by adding at the end the following new subparagraph: The development or deployment of technologies by the People’s Republic of China that facilitate mass arbitrary detention of ethnic or religious minorities, the economic and security implications of such technologies, and the use of such technologies within the People’s Republic of China, including in the Xinjiang Uighur Autonomous Region. . The amendment made by subsection
(a)of this section shall take effect on the date of the enactment of this Act and apply with respect to the first report required under paragraph
(1)of section 1238(c) of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 that is submitted after such date.
