Of the amount allocated to Immigration and Customs Enforcement for fiscal year 2018 for enforcement, detention, and removal operations, $50,000,000 shall be reallocated to carry out sections 3 and 5(a). Not less than $15,000,000 of the amount reallocated under subsection
(a)shall be made available to carry out section 3.
