Section 41501 of the Violent Crime Control and Law Enforcement Act of 1994 ( 34 U.S.C. 12501 ) is amended— by inserting before the period at the end the following: , and to victim service providers and community-based organizations to enable such providers to provide resource materials or other assistance to employers, labor organizations, or employees ; in subsection (b)(3), by striking sexual assault and inserting sexual violence, including sexual assault and sexual harassment ; in subsection (e), by striking $1,000,000 for each of fiscal years 2014 through 2018 and inserting $2,000,000 for each of fiscal years 2019 through 2023 ; and by adding at the end the following:
From the amount appropriated pursuant to subsection
(e)for each fiscal year, the Attorney General may not use more than 2.5 percent for the administration and monitoring of grants made available under this section. From the amount appropriated pursuant to subsection
(e)for each fiscal year, the Director may use not more than 5 percent to award contracts or cooperative agreements to entities with demonstrated expertise in program evaluation, to evaluate programs under this section. .
