Section 301 of the Federal Election Campaign Act of 1971 ( 52 U.S.C. 30101 ) is amended by adding at the end the following new paragraph: The term solicit means to directly or indirectly ask, request, or recommend, explicitly or implicitly, that another person make a contribution, donation, transfer of funds, or otherwise provide anything of value. .
