None of the funds made available by this act may be used by the Secretary to modify operations of the New Melones reservoir authorized in section 10 of the Flood Control Act of 1944 (58 Stat. 887, 901) for the purposes of executing any component of the State Water Resources Control Board of California’s Bay-Delta Water Quality Control Plan.
