A State may bring a civil action against the United States in an appropriate United States district court for such declaratory and injunctive relief (including preliminary injunctive relief) as may be necessary to restore the sovereignty reserved to the States by the Constitution. It shall be the duty of the courts of the United States to advance on the docket and to expedite to the greatest possible extent the disposition of any such action. This section shall take effect on the date of enactment of this Act and continue in effect through all fiscal years thereafter.
