Not later than 3 and 6 years after the date of the enactment of this Act, the Comptroller General shall— conduct an audit relating to the programs and operations of— the Office; and certain programs within the Office, including— the High Intensity Drug Trafficking Areas Program; the Drug-Free Communities Program; and the campaign under section 1009(d) of title 31, as added by section 2(c); and submit to the Director and the appropriate congressional committees a report containing an evaluation of and recommendations on the— policies and activities of the programs and operations subject to the audit; economy, efficiency, and effectiveness in the administration of the reviewed programs and operations; and policy or management changes needed to prevent and detect fraud and abuse in such programs and operations.
