This Act, and the amendments made by this Act, shall not apply to the National Intelligence Program and the Military Intelligence Program, unless such program or an element of such program is designated as a National Drug Control Program— by the President; or jointly by— in the case of the National Intelligence Program, the Director and the Director of National Intelligence; or in the case of the Military Intelligence Program, the Director, the Director of National Intelligence, and the Secretary of Defense.
Any contents of any report required under this Act, or the amendments made by this Act, that involve information properly classified under criteria established by an Executive order shall be presented to Congress separately from the rest of such report. To the extent practicable, the Director and the head of each agency shall use existing procedures and systems to carry out agency requirements under this Act, and the amendments made by this Act.
