It is the sense of Congress that United States security assistance is a critically important tool of United States foreign policy and the Secretary of State, acting under the direction of the President, should set foreign security assistance policy priorities related to United States security assistance. The Secretary of State, in consultation with the Secretary of Defense and the heads of other appropriate Federal departments and agencies, shall include in the annual congressional budget justification of the Department of State a list that— those foreign countries identified by the Secretary of State as priority countries to receive security assistance; and indicates for each country identified under paragraph
(1)the policy objectives that the Secretary of State seeks to achieve with respect to the provision of such assistance.
