Title II of the Federal Water Pollution Control Act ( 33 U.S.C. 1281 et seq.) is amended by adding at the end the following: Not later than the date that is 1 year after the date of the enactment of this section, the Administrator shall establish a grant program to make grants to users of a septic tank and drainage field for costs associated with repairing, replacing, or upgrading such tank and such field. .
