Sec. 4. GAO study and review of implementation of changes to rules governing public access to government publications

The Comptroller General of the United States shall conduct a study on the implementation of chapter 17 of title 44, as amended by this Act. Such study shall include an analysis of— the status of the implementation of such chapter; the extent of compliance by offices of the Federal Government with the requirements of such chapter; the effectiveness of such chapter at meeting the needs of the public and Federal Depository Libraries in providing public access to government information; and other related issues determined appropriate by the Comptroller General.
Not later than 3 years after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Joint Committee on Printing a report on the study conducted under subsection (a).
