Out of funds of the Treasury not otherwise appropriated, there is appropriated, pursuant to section 703 of the Public Works and Economic Development Act ( 42 U.S.C. 3233 ), an additional amount for Economic Development Assistance Programs , for necessary expenses related to disaster relief, long-term recovery, and restoration of infrastructure in areas covered by the declaration of a major disaster under title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5121 et seq.) as a result of Hurricanes Irma and Maria, $235,612,500 for fiscal year 2018, to remain available until expended, of which— $228,750,000 shall be made available for Puerto Rico; and $6,862,500 shall be made available for the Virgin Islands.
