Out of funds of the Treasury not otherwise appropriated, there is appropriated for the fiscal year ending September 30, 2018: For an additional amount for Training and Employment Services , $25,000,000, for the dislocated workers national reserve to provide assistance under subparagraph
(B)or (as appropriate) subparagraph
(C)of section 170(b)(1) of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3225(b)(1) ) for necessary expenses in Puerto Rico and the Virgin Islands directly related to Hurricanes Irma and Maria, to remain available until expended. The Secretary of Labor may transfer up to $3,500,000 of the amount described in subsection
(a)to any other Department of Labor account for other reconstruction and recovery needs, including worker protection activities, in Puerto Rico and the Virgin Islands related to Hurricanes Irma and Maria.
