Out of any funds in the Treasury not otherwise appropriated, there is appropriated to the Secretary of Agriculture $18,044,000 for Watershed and Flood Prevention Operations in Puerto Rico and the Virgin Islands, of which $9,022,000 shall be for necessary expenses to purchase and restore floodplain easements as authorized by section 403 of the Agricultural Credit Act of 1978 ( 16 U.S.C. 2203 ). Funds appropriated under subsection
(a)shall be allocated to projects that can be fully funded and completed with the funds appropriated by this Act and to activities that can commence promptly after the date of enactment of this Act.
