Section 1905(b) of the Social Security Act ( 42 U.S.C. 1396d(b) ) is amended— in clause (2), by inserting for fiscal years before fiscal year 2019 after American Samoa ; and by adding at the end the following new sentence: Notwithstanding the first sentence of this subsection, for each of fiscal years 2018 and 2019, the Federal medical assistance percentage for Puerto Rico and the Virgin Islands shall be 100 percent. .
