Part B of title III ( 20 U.S.C. 1060 et seq.) is amended— in section 323— by striking subsection
(a)and inserting the following : From amounts available under section 399(a)(2) for any fiscal year, the Secretary shall make grants (under section 324) to institutions which have applications approved by the Secretary (under section 325) for any of the following uses: The activities described in paragraphs
(1)through
(17)of section 311(b). Academic instruction in disciplines in which Black Americans are underrepresented. Initiatives to improve the educational outcomes of African American males. Establishing or enhancing a program of teacher education designed to qualify students to teach in a public elementary or secondary school in the State that shall include, as part of such program, preparation for teacher certification. Acquisition of real property in connection with the construction, renovation, or addition to or improvement of campus facilities. Services necessary for the implementation of projects or activities that are described in the grant application and that are approved, in advance, by the Secretary, except that not more than two percent of the grant amount may be used for this purpose. Other activities proposed in the application submitted pursuant to section 325 that— contribute to carrying out the purposes of this part; and are approved by the Secretary as part of the review and acceptance of such application. ; and by striking subsection
(b)and inserting the following: An institution seeking to establish or increase an endowment shall abide by the requirements in section 311(c). ; in section 325(a), by striking (C), (D), and
(E)and inserting
(C)through
(F); in section 326— by striking subsection
(b)and inserting the following: The Secretary may award a grant to an eligible institution under this part for a period of 5 years. Any funds awarded under this section that are not expended or used for the purposes for which the funds were paid within 10 years following the date on which the grant was awarded, shall be repaid to the Treasury. ; by striking subsection
(c)and inserting the following: A grant under this section may be used for— the activities described in paragraphs
(1)through (12),
(14)through (15), and
(17)of section 311(b); scholarships, fellowships, and other financial assistance for needy graduate and professional students to permit the enrollment of the students in and completion of the doctoral degree in medicine, dentistry, pharmacy, veterinary medicine, law, and the doctorate degree in the physical or natural sciences, engineering, mathematics, or other scientific disciplines in which African Americans are underrepresented; acquisition of real property that is adjacent to the campus in connection with the construction, renovation, or addition to or improvement of campus facilities; services necessary for the implementation of projects or activities that are described in the grant application and that are approved, in advance, by the Secretary, except that not more than two percent of the grant amount may be used for this purpose; and other activities proposed in the application submitted under subsection
(d)that— contribute to carrying out the purposes of this part; and are approved by the Secretary as part of the review and acceptance of such application. ; in subsection (e)(1)— in subparagraph (W), by striking and at the end; in subparagraph (X), by striking the period at the end and inserting ; and ; by adding at the end the following: University of the Virgin Islands School of Medicine. ; in each of paragraphs
(2)and
(3)of subsection (f), by striking
(X)and inserting
(Y); and in subsection (g), by striking 2008 each place such term appears and inserting 2018 ; and in section 327— by striking the designation and heading for subsection (a); and by striking subsection (b).
