Section 114 ( 20 U.S.C. 1011c ) is amended— by striking section 102 each place it appears and inserting section 101 ; in subsection (b)— in paragraph (3), by striking Except as provided in paragraph (5), the term and inserting The term ; by striking paragraph
(5)and inserting the following: The Secretary may remove any member who was appointed under paragraph (1)(A) by a predecessor of the Secretary and may fill the vacancy created by such removal in accordance with paragraphs
(3)and (4). . in subsection (c)— in paragraph (2), by adding and at the end; in paragraph (3), by striking the semicolon at the end and inserting a period; and by striking paragraphs
(4)through (6); in subsection (e)(2)(D) by striking , including any additional functions established by the Secretary through regulation ; and in subsection (f), by striking September 30, 2017 and inserting September 30, 2024 .
