Part B of title I ( 20 U.S.C. 1011 et seq.) is further amended by inserting after section 112A (as redesignated by section 111) the following: It is the sense of Congress that— harassment and violence targeted at students because of their race, color, religion, sex, or national origin as listed in section 703 of the Civil Rights Act of 1964 ( 42 U.S.C. 2000e–2 ) should be condemned; institutions of higher education and law-enforcement personnel should be commended for their efforts to combat violence, extremism, and racism, and to protect all members of the community from harm; and Congress is committed to supporting institutions of higher education in creating safe, inclusive, and respectful learning environments that fully respect community members from all backgrounds. .
