In this title: The term non-Federal funds means funds provided by— a State; a territory of the United States; 1 or more units of local or tribal government; a private for-profit entity; a nonprofit organization; or a private individual. The term Secretary means the Secretary of the Interior, acting through the Director of the United States Fish and Wildlife Service. The term wildlife has the meaning given the term in section 8 of the Fish and Wildlife Coordination Act ( 16 U.S.C. 666b ).
