Executive Order 13783, entitled Promoting Energy Independence and Economic Growth and dated March 28, 2017 (82 Fed. Reg. 16093), shall have no force or effect, and each regulation, order, guidance document, policy, or other similar agency action suspended, revised, or rescinded by or under such Executive order shall apply as if such Executive order were not issued. Not later than 1-year after the date of the enactment of this Act, the Council on Environmental Quality shall issue regulations requiring Federal departments and agencies to— comply with the final guidance of the Council referred to in the Notice of Availability entitled Final Guidance for Federal Departments and Agencies on Consideration of Greenhouse Gas Emissions and the Effects of Climate Change in National Environmental Policy Act Reviews and published by the Council on August 5, 2016 (81 Fed. Reg. 51866); and use the most recent estimates of the social cost of carbon and social cost of methane, as determined by the Interagency Working Group on Social Cost of Carbon, in all cost-benefit analyses.
