It is the policy of the United States that— the United States should aggressively reduce carbon pollution as rapidly as practicable; and energy development decisions on Federal lands should be guided by the goals of— protecting public health and the environment; avoiding the most dangerous impacts of climate change; and promoting a rapid, just, and equitable transition to a clean-energy economy.
