Section 36 of the Mineral Leasing Act ( 30 U.S.C. 192 ) is amended in the first sentence by inserting , except that the Secretary may not demand such payments in oil or gas greater than the amount necessary to fill the strategic petroleum reserve after paid in oil or gas . Section 27(a)(1) of the Outer Continental Shelf Lands Act ( 43 U.S.C. 1353(a) ) is amended by striking the period at the end and inserting , except that the Secretary may not demand such payments in oil or gas greater than the amount necessary to fill the strategic petroleum reserve. .
