The amendments under this title shall be made on October 1, 2019, and shall apply on and after such date, except to the extent provided in subsection (b). The provisions of law amended by this title, as in effect on the day before the date referred to in subsection (a), shall continue to apply with respect to any major disaster or emergency that commences or occurs (or is declared or determined to have commenced or occurred) before the date referred in subsection (a).
