Section 420(a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5187(a) ) is amended— by striking including grants, ; and by inserting before the period at the end if the State agrees to reimburse the United States for all expenses incurred in providing assistance under this section .
