Section 416 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5183 ) is amended— by striking or local agencies or private mental health organizations to provide and inserting agencies to provide (or to contract with local agencies or private mental health organizations for the provision of) ; and by inserting before the period at the end if the State agrees to reimburse the United States for all expenses incurred in providing such services and assistance .
