Section 403 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5170b ) is amended— in subsection
(a)by striking Federal agencies and inserting Subject to subsection (b), Federal agencies ; by striking subsection
(b)and inserting the following: Assistance may only be provided under this section if the affected State agrees to reimburse the United States for all expenses incurred in providing such assistance. ; and in subsection (c)— in paragraph
(3)by striking out of funds made available to carry out this Act and inserting by the State ; by striking paragraph (4); by redesignating paragraphs
(5)and
(6)as paragraphs
(4)and (5), respectively; and in paragraph
