Section 402 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5170a ) is amended— by striking In and inserting
(a); General authority .—Subject to subsection (b), in by striking , with or without reimbursement, ; and by adding at the end the following: Assistance may only be provided under this section if the affected State agrees to reimburse the United States for all expenses incurred in providing such assistance. .
