Not later than 30 days after the date of the enactment of this Act, the Secretary of State shall submit to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives a strategy for leveraging the sanctions imposed pursuant to section 302B of the North Korea Sanctions and Policy Enhancement Act ( 22 U.S.C. 9241b ) to persuade countries that import North Korean laborers in a manner described in section 302(b)(1)(L) of that Act ( 22 U.S.C. 9241(b)(1)(L) ) to end that practice. The strategy required by subsection
(a)shall be submitted in unclassified form but may include a classified annex.
