In order to facilitate a just transition to a clean energy economy and to mitigate the impact of fossil fuel worker transition away from energy-intensive, fossil fuel industry jobs and trade-exposed facilities, an equitable transition fund shall be created within the Department of the Treasury. The purpose of the fund is to ensure that impacted workers are made substantially whole during a career transition period. Impacted workers will have access to— retraining costs; peer counseling services; employment placement services; relocation expenses; and other services as deemed necessary by the Secretary of Labor.
Allocation of full financial support to this fund in an amount sufficient to meet the needs of workers who may lose their jobs to the transition to the clean energy economy. Any funds relegated to the account may only be spent after appropriation.
