The Secretary shall establish a National Border Security Advisory Committee, which— may advise, consult with, report to, and make recommendations to the Secretary on matters relating to border security matters, including— verifying security claims and the border security metrics established by the Department of Homeland Security under section 1092 of the National Defense Authorization Act for Fiscal Year 2017 ( Public Law 114–328 ; 6 U.S.C. 223 ); and discussing ways to improve the security of high traffic areas along the northern border and the southern border; and may provide, through the Secretary, recommendations to Congress.
The Secretary shall consider the information, advice, and recommendations of the National Border Security Advisory Committee in formulating policy regarding matters affecting border security. The National Border Security Advisory Committee shall consist of at least one member from each State who— has at least five years practical experience in border security operations; or lives and works in the United States within 80 miles from the southern border or the northern border. The Federal Advisory Committee Act (5 U.S.C.
App.) shall not apply to the National Border Security Advisory Committee.
