The Secretary shall upgrade existing physical infrastructure of the Department of Homeland Security, and construct and acquire additional physical infrastructure, including— U.S. Border Patrol stations; U.S. Border Patrol checkpoints; mobile command centers; and other necessary facilities, structures, and properties.
