Not later than 180 days after the date of the enactment of this Act, and annually thereafter for 5 years, the President shall submit to the appropriate congressional committees and leadership a report that evaluates the degree to which the governments of other countries have knowingly failed to— close the representative offices of persons designated under applicable United Nations Security Council resolutions; expel any North Korean nationals, including diplomats, working on behalf of such persons; prohibit the opening of new branches, subsidiaries, or representative offices of North Korean financial institutions within the jurisdictions of such governments; or expel any representatives of North Korean financial institutions.
The report required under subsection
(a)shall be submitted in unclassified form but may contain a classified annex. In this section, the term appropriate congressional committees and leadership means— the Committee on Foreign Relations, the Committee on Banking, Housing, and Urban Affairs, and the majority and minority leaders of the Senate; and the Committee on Foreign Affairs, the Committee on Financial Services, the Committee on Ways and Means, and the Speaker, the majority leader, and the minority leader of the House of Representatives.
