Notwithstanding any order issued by the Speaker of the House of Representatives pursuant to paragraph
(1)of section 311(d) of the Legislative Branch Appropriations Act, 1988 ( 2 U.S.C. 4532(1) ), the chair of the Joint Committee on Taxation may establish and fix the compensation of senior level positions in the staff of the Joint Committee to meet critical scientific, technical, professional, or executive needs of the Joint Committee. The annual rate of pay for any position established under this section may not exceed the annual rate of pay for level II of the Executive Schedule. Subsection
(e)of section 214 of the Postal Revenue and Federal Salary Act of 1967 ( 2 U.S.C. 4302 ) is repealed. This section shall apply with respect to fiscal year 2018 and each succeeding fiscal year.
