Section 47118(a) of title 49, United States Code, is amended— in paragraph (1)(C), by striking or at the end; in paragraph (2), by striking the period at the end and inserting ; or ; and by adding at the end the following: the airport is— a former military installation that, at any time after December 31, 1965, was owned and operated by the Department of Defense; and a nonhub primary airport. .
