Section 70107 of title 46, United States Code, is amended by— striking subsection (l); redesignating subsection
(m)as subsection (l); and by adding at the end the following new subsections: The Secretary shall make funds provided under this section available for use by a recipient of a grant for a period of not less than 36 months. There is authorized to be appropriated for grants under this section $200,000,000 for each of the fiscal years 2018 through 2022. .
