Not later than 180 days after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the appropriate congressional committees a report that— identifies any duplication or redundancy between the Transportation Security Administration and the Department of Transportation relating to surface transportation security inspections or oversight; and provides recommendations, if any, relating to— improvements to the surface transportation security inspectors program, including— changes in organizational and supervisory structures; coordination procedures to enhance consistency; and effectiveness in inspection and compliance activities; and whether each transportation mode needs inspectors trained and qualified for each such specific mode.
