Notwithstanding subsection
(d)of section 111 of the Aviation and Transportation Security Act ( 49 U.S.C. 44935 note), not later than 30 days after the date of the enactment of this Act, the Administrator of the Transportation Security Administration shall convene a working group consisting of representatives of the Administration and representatives of the labor organization representing security screening personnel to negotiate reforms to the Administration’s personnel management system, including appeals to the Merit Systems Protection Board and grievance procedures. Not later than one year after the date of the enactment of this Act, the working group convened under subsection
(a)shall submit to the Administrator of the Transportation Security Administration and the Committee on Homeland Security of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report containing agreed-upon reforms to the Administration’s personnel management system. The Administrator may implement associated recommendations mutually agreed to by the parties to such working group before the end of such one year period.
