Section 12(b)(3) of the Commodity Exchange Act ( 7 U.S.C. 16(b)(3) ) is amended— by striking including, but not limited to, and inserting excluding ; and by adding at the end the following new sentence: In the case of an existing lease contract entered into under this paragraph, the Commission may not extend the lease term, but may agree to any other contract modification that does not result in any additional cost to the Federal Government. .
