In this Act: The term computer science means the study of computers and algorithmic processes and includes the study of computing principles, computer hardware and software design, computer applications, and the impact of computers on society. The term computer science education includes computing education in any of the following: Software design. Hardware design. Creation of digital artifacts. Abstraction. Logic. Algorithm development and implementation. Programming paradigms and languages.
Theoretical foundations. Networks. Graphics. Databases and information retrieval. Information security and privacy. Artificial intelligence. The relationship between computing and mathematics. The limits of computation. Applications in information technology and information systems. The social impacts of computing. The term institution of higher education has the meaning given that term in section 101(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1001(a) ). The term local educational agency — subject to subparagraph (B), has the meaning given that term in section 8101 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7801 ); and includes any charter school (as defined in section 4310 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7221i )) that constitutes a local educational agency under State law.
The term Secretary means the Secretary of Education. The term State educational agency has the meaning given that term in section 8101 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7801 ). The term students underrepresented in computing — means populations historically underrepresented in computer science disciplines; and includes females, racial minorities, and low-income students.
