It is the sense of the Congress that— prevention of predation by sea lions, recovery of salmonid stocks listed under the Endangered Species Act of 1973 ( 16 U.S.C. 1531 et seq.), and prevention of the future listings of fish stocks in the Columbia River under such Act are a vital priority; and the Federal Government should continue to fund lethal and nonlethal removal of sea lions as well as deterrence measures for preventing such predation.
