Section 4003 of the Omnibus Public Land Management Act of 2009 ( 16 U.S.C. 7303 ) is amended— in subsection (d)(1)(B), by inserting , except the Secretary may waive, on a case-by-case basis, the 10-year period requirement under paragraph (1)(B) of such subsection after subsection
(b); and in subsection (f)— in paragraph (4)(B), by striking proposal and all that follows through in excess and inserting proposal in excess ; and in paragraph (6), by striking 2019 and inserting 2023 .
