The Secretary of the Interior, in conjunction with the Director of the United States Fish and Wildlife Service, may issue depredation permits to livestock farmers, authorizing takings of black vultures otherwise prohibited by Federal law to prevent such vultures from taking livestock during the calving season. The Secretary may issue such permits only to livestock farmers in States and regions in which livestock farmers are affected by black vultures, as determined by Secretary in conjunction with the Director.
The Secretary shall require, as a condition of such a permit, that the permit holder shall report to the appropriate enforcement agencies the takings of black vultures under the permit.
