The amendments made by this subtitle shall not take effect until the Secretary of Agriculture has issued final regulations to implement the amendments. Within 90 days after the date of the enactment of this Act, the Secretary of Agriculture shall prescribe final regulations to implement the amendments made by sections 6101 and 6102.
