Title II of the Rural Electrification Act of 1936 ( 7 U.S.C. 922–928 ) is amended by adding at the end the following: The Secretary may obligate, but shall not disburse, funds under this title for a project before the completion of any otherwise required environmental, historical, or other review of the project. The Secretary may deobligate funds under this title for a project if any such review will not be completed within a reasonable period of time. . Section 601(d) of the Rural Electrification Act of 1936 ( 7 U.S.C. 950bb(d) ) is amended by adding at the end the following:
