Section 4405 of the Food, Conservation, and Energy Act of 2008 ( 7 U.S.C. 7517 ) is amended— by striking the heading and inserting , Gus Schumacher food insecurity nutrition incentive program in subsection (b)— in paragraph (2)— in subparagraph (A)(ii)— in subclause
(II)by inserting financial after providing , by amending subclause
(III)to read as follows: has adequate plans to collect data for reporting and agrees to participate in a program evaluation; and . in subclause
(IV)by striking ; and at the end and inserting a period, and by striking subclause (V), and by amending subparagraph
(B)to read as follows: In awarding grants under this section— the Secretary shall give priority to projects that— maximize the share of funds used for direct incentives to participants; include coordination with multiple stakeholders, such as farm organizations, nutrition education programs, cooperative extension service programs, public health departments, health providers, private and public health insurance agencies, cooperative grocers, grocery associations, and community-based and non-governmental organizations; have the capacity to generate sufficient data and analysis to demonstrate effectiveness of program incentives; and the Secretary may also give priority to projects that— are located in underserved communities; use direct-to-consumer sales marketing; demonstrate a track record of designing and implementing successful nutrition incentive programs that connect low-income consumers and agricultural producers; provide locally or regionally produced fruits and vegetables; offer supplemental services in high-need communities, including online ordering, transportation between home and store, and delivery services; provide year-round access to program incentives; and address other criteria as established by the Secretary. , by amending paragraph
(4)to read as follows: The Secretary, in consultation with the Director of the National Institute of Food and Agriculture, shall establish a Food Insecurity Nutrition Incentive Program Training, Evaluation, and Information Center capable of providing services related to grants under subsection (b), including— offering incentive program training and technical assistance to applicants and grantees to the extent practicable; collecting, evaluating, and sharing information on best practices on common incentive activities; assisting with collaboration among grantee projects, State agencies, and nutrition education programs; facilitating communication between grantees and the Department of Agriculture; and compiling program data from grantees and generating an annual report to Congress on grant outcomes. To carry out subparagraph (A), the Secretary may enter into a cooperative agreement with an organization with expertise in the supplemental nutrition assistance program incentive programs, including— nongovernmental organizations; State cooperative extension services; regional food system centers; Federal and State agencies; public, private, and land-grant colleges and universities; and other appropriate entities as determined by the Secretary. Of the funds made available under subsection (c), the Secretary may use to carry out this paragraph not more than— $2,000,000 for each of the fiscal years 2019 and 2020, and $1,000,000 for each fiscal year thereafter. , and in subsection (c)— in paragraph
(1)by striking 2014 through 2018 and inserting 2019 through 2023 , and in paragraph (2)— in subparagraph
(B)by striking and at the end; in subparagraph
